1. Before the commencement of construction, the full-time safety officer must conduct a comprehensive investigation and detailed understanding of the surrounding environment, underground pipelines and geological conditions in the construction area. The location, direction and depth of underground pipelines, air defense facilities and canals in the crossing area must be well known. Corresponding technical measures should be taken in the construction organization design to ensure construction safety. Special personnel should be assigned to properly handle the underground pipelines and air defense facilities in the drilling work area.

2. Before commencement, the safety technical measures shall be carefully disclosed to the construction personnel, and the safety technical measures in the construction organization design shall be effectively implemented in the whole construction process. At the same time, the safety technical disclosure system must be established to prevent the practice of only talking about the form and not seeking the actual effect.

3. Before the crossing project starts, the directional drill shall be tested, the equipment shall be commissioned and operated, the positioning system shall be adjusted, and any abnormal phenomenon shall be studied and handled in time. The construction can be carried out only after it is confirmed to be safe and reliable.

4. Construction personnel must wear safety helmets and protective gloves when going up and down drill pipes. They should pay attention to safety to prevent accidents.

5. During the crossing process, the driller paid attention to the index of the pressure gauge, and immediately stopped the machine for inspection in case of any abnormality, especially the sudden rise of pressure. The construction can be continued after the inspection and troubleshooting.

6. During the crossing process, the directional hand should always pay attention to the crossing direction and depth of the drill pipe. In case of deviation, correct the deviation in time to ensure that the drill pipe is drilled along the design crossing curve. In case of stuck drilling, immediately withdraw from the stuck drilling area, stop drilling for inspection, find out solutions, and ensure safety before construction.

7. During mechanical excavation, the construction personnel should stand in the safety zone. During manual excavation, the work shall be firm and the operators shall keep a safe distance. Before excavation, slope grading or slope support shall be done according to the excavation depth and geological conditions. Construction materials and equipment should not be placed beside the pit, otherwise enclosure measures must be taken for the slope of the pit. During construction in rainy season, pay attention to the drainage around the foundation pit.

8. Before towing, the project manager should check whether the hoisting equipment and auxiliary facilities are safe and reliable. The towing process is commanded by a specially assigned person. It is strictly forbidden to take care of anyone below.
